A review by Price Waterhouse Coopers set us on a course to build a first class commercial & procurement division and we are now two years into that journey with many demonstrable successes that have saved us money, benefited the local economy and above all improved services to our residents. However we recognise that further ambitious improvement is required for us to achieve our ambitions and to meet the challenges of reduced public sector funding.
We are committed to increasing the direct involvement of commercial expertise into our service delivery to the residents and businesses of our Borough. This will require exceptionally close working with the Council’s growing commissioning activity. You will have skills and experiences which will demonstrate that you can help us mesh the commercial and commissioning activities together in the most effective way, at both strategic and tactical levels, throughout all stages of the full cycle, from shaping need based on analysis, to understanding and shaping the market, and to running procurements and leading contract negotiations.
Harrow Council has already received great recognition for its innovation and success, supported by a strong corporate centre. Harrow was named the 'Best Achieving Council' in the UK at the prestigious MJ Awards in London June 2011, which recognised outstanding performance in local government. A panel of distinguished judges chose Harrow for delivering 'sustained and embedded change, using a modern approach to doing business but never losing sight of its priorities, namely its residents’.
